Richard M. Dolan studied at Alfred University and Oxford University before completing his graduate work in history at the University of Rochester, where he was a finalist for a Rhodes scholarship. Dolan studied U.S. Cold War strategy, Soviet history and culture, and international diplomacy. He has written about "conspiracy" in the following way:

The very label serves as an automatic dismissal, as though no one ever acts in secret. Let us bring some perspective and common sense to this issue.

The United States comprises large organizations - corporations, bureaucracies, "interest groups," and the like - which are conspiratorial by nature. That is, they are hierarchical, their important decisions are made in secret by a few key decision-makers, and they are not above lying about their activities. Such is the nature of organizational behavior. "Conspiracy," in this key sense, is a way of life around the globe.

Anyone who has lived in a repressive society knows that official manipulation of the truth occurs daily. But societies have their many and their few. In all times and all places, it is the few who rule, and the few who exert dominant influence over what we may call official culture. - All elites take care to manipulate public information to maintain existing structures of power. It's an old game.

America is nominally a republic and free society, but in reality an empire and oligarchy, vaguely aware of its own oppression, within and without. I have used the term "national security state" to describe its structures of power. It is a convenient way to express the military and intelligence communities, as well as the worlds that feed upon them, such as defense contractors and other underground, nebulous entities. Its fundamental traits are secrecy, wealth, independence, power, and duplicity.

"Somebody is keeping this administration alive for some reason."

There are lots of somebodys and lots of reasons.

A lot of the usual suspects - powerful nations and wannabees and most other smaller countries - want the United States and their henchmen to self destruct in their post second world war ongoing take over/control/own the world ambition/long campaign. But to self destruct in a way that doesn't hurt badly, let alone destroy, also, the usual suspects.

It's gotten really complicated.

It's not news that the biosphere is being overwhelmed. Everybody reading this has got uncounted quadrillions of synthetic molecules woven into their bodies, doing no one knows what, and here comes the DU. The acquifers on which billions now depend are being depleted, the oceans are being fished out, and so on.

So the previously rather simple historical Herodotus game of at least having the patience to let the threatening beast die, for all threatening beasts eventually die, and doing what one can to speed up the process without getting badly injured, and getting a chance to pick at the carcass, has to be juggled along with moving toward a global human presence that is in some reasonable harmony with the planet, slamming on the brakes on global warming (carbon-based combustion and methane), and making the transition to clean renewable decentralized energy (and obviously a whole bunch more besides).

For many countries and people holding American dollars and investments in the United States, a sudden collapse of the US dollar and economy will hurt. So the game is on to ease out of harms way. Incremental withdrawal of support and a reduction of one's loot held in American dollars.

The somebody also includes the American people, the Supreme Court, and Congress, the military, the secret service, the CIA and so on.

Many regimes rely on the United States for their continued existence/hold on power, or fear the US's ability to covertly or overtly do them damage, so they support the US with a support that is about as sincere and profound as hooker for pimp.

An additional wild card thrown into the mess is that leading members of the particular bunch now in nominal political power in the United States are criminally insane. That does not mean that they are not clever at certain games, even diabolically brilliant at times, but it does mean that patience with them is not adequate. Criminally insane people with creepy itchy fingers on the nuclear trigger, and who have implemented policy and attitudinal changes that facilitate the use of nuclear weapons against utterly innocent people, need to be removed from office as quickly as possible.

A momentum for impeachment is building and to support this big time may very well be the single most important job.
But it is also critically important not to mistake removing the lunatics who have taken over the asylum for curing the rest of the inmates.

There appears to be a rapid escalation of the recognition that these jerks are not just skilled liars holding power for a few years and doing some horrible damage, but rather, coming at this point in human history, potentially mega-catastrophic.
